These people are paramilitary, in the gym 5 days a week training in combat, organising year-round fights with each other's groups. They don't understand the concept that hooliganism is mostly dead in England now, there are not big firms with fighters, the government killed that off here. In Russia they are openly endorsing it, they think it's a tournament in its own right:

The Russians with their ultra macho culture didn't get it in France and they won't get it next year. A group of people outside drinking and singing songs is not a bunch of hooligans up for a fight, it's a drunken bloke with sunburn and a beer belly going up against a paramilitary fighter. Bravo, tough guy.
So basically if you are a guy and you aren't there with your family they see you as someone coming across for the fight. Seems tempting...
