Chiesa's problem is, he plays in the EPL.
So Liverpool are going to ask for €15-20 million to sell him, which is chump change to them, but is a real investment and gamble for a Serie A club.
Liverpool are going to want to make it permanent and wipe their hands of him, while every Serie A club is going to ask for a loan with the option to buy, with Liverpool covering some of the wages. I don't know what he makes, but I'm going to assume not much by EPL standards, but expensive by Serie A standards.
It's always tough to make transfers work going from a rich league like the EPL to a poverty league like Serie A.
It's hard to imagine there is a quick and obvious solution here on the horizon. It could play out until late in the window when we'll see how desperate Liverpool is to get rid of him
